The Peking government had always struggled to enforce a political identity outside of the most powerful Blueshirt strongholds in Hebei. Any attempt to enact major reform was inevitably blocked in one way or another, and had even been the impetus for major conflict to have broken out in the past. However, the recent developments on the international stage with an unprecedented amount of connection between state entities both within and without China has created a new spur amongst the younger elements of Peking to spark some of the old initiatives.
Liao Chengzhi had experienced significant failure in the field of bringing some of the provinces more in line with the Blueshirt ideal before, and feared that attempting to take on too much would hurt his legitimacy. There was also the constant issue of the lack of unity within the Peking government itself, and taking a hard stance on a controversial topic within Peking would threaten his own internal position. It would be for these reasons that Liao would call leaders from all the provinces to meet in Luoyang to discuss a new and uniform criminal justice system. The topic was considered unimportant by many Blueshirt and Youth League proponents, and Chengzhi hoped he could silence any opposition within the Political Science Group.
