Even after investing massively in provincial development, Jerusalem still had money left to spend. While many were considering just saving it or buying resources, PM Kinner has another thought.
While he is a career public servant and economist by profession, his family has had long family stories of many, many generations ago of previous Kinner's that worked in the great banks of London, earning countless riches. With Jerusalem's GDP per capita greatly exceeding that of its nearest rival, the time is ripe to begin the further development of the economy.
Hence, he has started his own little pet project with some of the remaining surplus. 20,000,000 Pounds will go towards providing intial start-up capital for a nascent financial industry, which basically revolves around loaning out money to Jerusalem businesses at the best rates. Anyone with the rare mix of finance and quantitative degrees can apply for a grant to start their own enterprise. These quantitative skills are necessary to, in effect, reconstruct the field of finance and how the economy is modeled due to how much has changed since the last time economics was a serious, discrete profession (before the End). Statistics, high-level mathematics, Economics, and Business are highly prioritized, with writing and political acumen also considered.
With this investment comes the usual regulations of course, to prevent mass capital flow outside of Jerusalem and/or allied Democratic states, as well as to ensure the integrity of the Heaven project and the rights of citizens, but the government will generally take a laissez-faire attitude compared to many of its more authoritarian, socialist, or corporatist neighbors. This money will be given out to four or five firms, or qualified groups of people that submit an application.
