As Clan Fairuz maintained its political dominance in the Council of Blood, it still needed to include the other Great Clans that had their own fears and plans. Clan Fairuz would use the captured agents from the Unitary Republic of the Maghreb to hold a quick trial and a very publicized execution, along with an announcement that would be directed at the Unitary Republic, primarily the Unified People's Party. The vehemently anti-religious Maghrebi Republic was a constant issue in the Great Clans, as many of their more fundamentalist Clans worried about its growing influence and its clear negative intent to the Great Clans due to their spy networks. It's expansionist tendencies throughout the Maghreb also threatened the safety of all the Great Clans, and earned it the ire of the more militaristic and interventionist Great Clans. Regardless, Clan Fairuz was more interested in establishing economic dominance and threat removal more than its own expansion or political dominance.

This would be why after the publicized execution, Hessein Fairuz, Clan Head of Clan Fairuz, denounced the Unitary Republic and its domineering Party. He stated its oppressive religious policies and antagonism towards those who practiced Islam and its tenets, and those who institutionalized them. He pointed towards the Unitary Republic's claim over the Great Clans territories in the Maghreb, and its clear interest in forcing its' Party's control over all its neighbors. This would be why the Great Clans and Clan Fairuz could no longer allow the Unified People's Party to use the Maghreb as its staging grounds to spread its anti-Islamic and bellicose diplomacy in the region. Removing the Unified People's Party would strengthen the stability of the region and strengthen trade throughout the Mediterranean and the Sahara.

The Council of Blood demands the Unified People's Party to be dismantled, and a referendum in the nation overlooked by the Council of Blood to establish a proper government that would protect its citizens and establish the rules of good governance. The Unitary Republic would also dismantle much of its military, limited to a total of 1 billion in the army and air force and 3 billion total in the navy. This would ensure the Unitary Republic would not be a threat to any in the region, backed by the Unified People's Party destruction and its claim to the entire Maghreb rescinded. It would also ensure the Unitary Republic's military would not hold too much control over the nation during the interim period.

In addition to the threat-removal of the Unitary Republic, and it's Party's destruction, there would also be economic demands. Most importantly, the Unitary Republic would utilize the Clan Dinar to help unite the region's economy and allow the Great Clan's economic weight to prop up the Unitary Republic's which will have been heavily damaged by the Unified People's Party's poor governing (M: mechanically this would be a currency union). Furthermore, the Unitary Republic would send 15% of its economic product (M: resources and cash both) as reparations for its clandestine efforts inside the Great Clans and its efforts to destabilize the region. Finally, all exports of the Unitary Republic would be subject to the Great Clans to ensure non-competition between the two states in the favor of the Great Clans.
