In the lands of the Congo al-Shabaab continues to wage an armed insurrection against the Global Consciousness Project in order to establish a nation ruled by Sharia and with Islamic values, in order to do so they had to gain the support of the wider Muslim community. The Emir of al-Shabaab Nsanga Yusef al-Annabi has declared a Fatwa against the GCP, claiming they are a satanic group that all Muslims across the world should oppose and fight righteous Jihad against. The Fatwa was declared under the banner of al-Shabaab but has gained support from Muslims within the Congo, even ones who are not affiliated nor support the Islamist group. The Fatwa has come after GCP-affiliated mercenaries did an operation within al-Shabaab territory that ended horribly. The operation involved a raid upon a suspected terrorist compound, however on entry the mercenaries found a small school. Unfortunately they discovered too late and the teachers and students had been killed in a array of grenades and bullets. This operation known as "The Kabinda Massacre" wherein 2 teachers were killed and 23 students caused al-Shabaab to retaliate which many considered to be entirely justified.

Al-Shabaab militants begun to strap IED's to cars and drive them into government buildings, checkpoints, and even mercenary bases creating suicide bombing attacks. While a lot of the Muslim community in Congo condemned these suicide attacks, many supported al-Shabaab more and their recruitment begun to rapidly increase. More and more devout Muslims (as well as various supporters of democracy) have flocked to the cause of al-Shabaab turning the small scale insurgency into a large-scale war. The Fatwa has only increased the chances of al-Shabaab at winning against the GCP as some mercenary bases who were populated by Arab mercenaries have defected to the Islamist group, giving al-Shabaab a highly trained shock force as well as high-quality equipment.
