The expansion of the Western Cossack Hosts have brought a vast amount of territory under the fold, and thus, an expansion of arable land under the jurisdiction of the Kirovograd Assembly.
The Polye are governed by an intricate network of overlapping jurisdictions, each with carefully outlines roles as outlined in the Treaty of Kirovograd, and the Kirovograd Charter. As not all jurisdictions - particularly Kirovograd itself, as well as the Soviet-governed cities of Kiev, Chernobyl, Kaniv, etc. - are self-sufficient in food, a system is put in place to ensure that every city, town, and hamlet is afforded a portion of the harvest every year.
The harvest is collected by rural peasants, typically governed over by the Cossacks. A percentage of the food is reserved for the Assembly, which sends government officials to oversee the harvest, and ensure that the proper amount of food is being reserved for the Assembly.
The officials then report the quantity of grain to the Assembly, which then calculates, to the best of its ability, where the food needs to go. The excess, held by the Cossacks, is free to be sold, usually to towns that are under-delivered by the Assembly, or to the Concerns, to be sold abroad.
Due to the particularly large harvest this season, due to the rapid expansion of the Polye thanks to Cossack scuffles, several concerns - notably the Workers' Cooperative, have put together a funding scheme to enhance the output of the Cossack fields, and provide a much greater yield to bring to foreign markets, as well as curb starvation at home.
