Rozkishny was pitting the Cossacks against one-another, in a desperate bid to keep them in check. This plan was failing, as evidenced by the unmitigated Cossack expansion in the East, and the Bila-Uman Pact. If he wasn't careful, he would find Cossacks in Lviv before he could raise so much as an objection, and the Kirovograd Assembly, and he, would become obsolete. Rozkishny knew that he had to curb their power, somehow.
Railways.
By expanding the network of State Railways, run by the Soviets and the Kirovograd Assembly, he would be injecting the Assembly into the daily lives of the Cossacks. A rail line would be planned, from Kiev to Kamenka via Khmelnytskyi, and another line from Kirovograd to Lviv.
The first stage of this would be investing in a Kamenka Railway. Running from Uman to Kamenka, this railway would provide easy access for anyone to travel between the two apparent capitals of the two rival Cossack Hosts. It is hoped that this will help the Assembly's ability to mediate the dispute.
