The radical state of Persia had always been an anomaly to Guardianship leadership. Originally a state born in old Arabistan that was built around a militaristic cult centered on gods from pre-history, it had been a fairly recluse one. One that slowly extended its tendrils across Iran until it could no longer exist as it once did, and underwent a revolution that unfortunately lead to fundamentalist extremists of the Islamic variety into power. While certainly not preferable, the state mostly kept to itself and lived on the outskirts of the Guardianship's diplomatic interest.
Of course, this did not stay the same forever. It's expansionist tendencies lead itself to become more and more relevant, and it eventually became the core of the Pact of Muhammad. This defensive pact of fundamentalists was a blight on humanity, and a rotting core of authoritarianism. Once again, the Guardianship averted its eyes and looked elsewhere. Then, the Ayatollah of Persia invited the Guardianship and the Turkic Federation to a Summit in Tehran, where they demanded the Guardianship hand over Herat and surrounding territories due to some unknown irredentist claim on the territory. After being refused, their state-owned media spent weeks running news stories showing the Guardianship in a negative light and besmirching President Firuza's name.
As if this was not enough, Persian spies were then discovered taking advantage of the good will provided by the Guardianship to undermine it's democracy and it's ideals. While the Guardianship was capable enough to handle it, and its network was being dismantled, the aggressive nature of the Persian state was once again publicly shown. The Guardianship demands an official state apology for stooping so low, and demands some sort of compensation for any possible damage the Persian state may have caused under the guise of espionage. It's crimes could no longer remain unanswered.
