Even with the recent arrests of Mormon Settlers and the repressive government policy due to the attacks from the Son's of Moroni, the Pioneers still continued to expand and develop townships on the border of Rhodes and California. The Mormon towns actually seemed to be 'ideal colonies', with little to no crime, strong family dynamics, and well trained militias who defend the towns from bandits or other undesirables. As the colonies are quite far from the centre of Rhodes they have established themselves as autonomous in practice despite pledging allegiance to the flag and the central government.

The newly formed towns of Brighamstown, Smith Valley, and Manwill have been created as agricultural communes according to the United Order or the Law of Consecration which is technically against the the Rhodian constitution. However, no effort to stop the creation of the communes has been made.
