In the southern regions of Rhodes, the majority of the towns and villages are run by Mormon settlers there were recently annexed into the Commonwealth. These Mormon settlers however are not ones that would fit so cleanly within the Rhodian political environment. Most settlers have shown support for a 'Theo-Democracy' under a 'High Judge', a man who would unite both Church and State into one syncretic government. While that would be all well and good inside their own towns, the settlers have begun to arm themselves and are refusing to pay taxes to the Rhodian collectors which has ended with lives lost on both sides. As Rhodes is a nation built on liberty and democracy, the government is at a crossroads. Does it stop the settlers from expressing their views and right to self-determination? Or does the government leave them to their own devices where they could pose a threat to the democracy of the Commonwealth.
That question was answered for them with the terrorist attack against the Thomastown Council building by Mormon Settlers where over 103 were wounded and 33 were killed. The settlers firebombed the building and once the fire had forced the councillors out they were given the option of "convert or die". Based on this attack, the Thomastown Police Force retaliated by arresting many settlers, some completely innocent. This exploitation of power merely accelerated a lot of the hate against the Rhodian government, turning ambivalent settlers into radical anti-Rhodians.
The settlers quickly formed a revolutionary group known as the Sons of Moroni who have taken most if not all responsibility for the terrorist attacks that are plaguing Rhodes. They have an estimated number of 500~ operatives, some already being on terror watch-lists for previous dissident behaviour. Their leader is only known as 'Nephi', Rhodian police and federal agents are completely unaware of their identity, their race, or their gender. Already federal agents have begun undercover operations within the Mormon settler towns to try and uncover who the Sons of Moroni are and how to stop them. Some lawmakers in Rhodes have called for the banning of the Mormon faith and also the Mormon Pioneers Party which had gained seats in the recent election. However, no plans have been made by Governor Grady nor the House of Representatives to enact such a plan.
