After the invasion of Rockwell the locals of the New England region begun to get used to Admiralty soldiers patrolling and marching around. However, the most recent force that had been patrolling was the 1st Zhōngguó Battalion, a Chinese-American division made up of primarily New Yorkers who kept their culture separate from the rest of the New Yorkers. The 1st Zhōngguó was created to facilitate the revival of Chinese culture in the New England region as well as provide a safe space for Chinese-American forces who unfortunately were subjected to base racism from the less educated. The 1st Zhōngguó also holds separate military tradition, many of the officers of the brigade carry Dadao swords hearkening back to their own history as well as carrying a traditional flag of their people.

In the northern regions almost bordering old world Canada, the 1st Zhōngguó made their approach. As they were a new battalion they had everything prove to the Admiralty that their creation was worth the money and the time. The lands of Rockwell were largely supportive of the Admiralty, many held Scientologist beliefs (albeit the Christian based ones) so the annexation theoretically would have gone smoothly. However, the northern regions of St. Albans seemed to participate in cannibalism to keep them thriving during the winter months. Of course, this affront to humanity would have to be stopped by the 1st Zhōngguó.

On confronting their foul eating practices the people of St. Albans hid away in a fortress like structure where they opened fire upon the 1st Zhōngguó. After a short firefight and many calls to surrender a fire was lit (unsure on which side caused this fire) inside the fortress and unfortunately the entire place burnt down with almost all of the inhabitants. Over 300 men, women, and children died in this catastrophe of a military expedition. The details of this catastrophe were altered in the report back to the Admiralty, the 1st Zhōngguó knew that they wouldn't be believed so the report claimed that it was a suicide pact by the cannibals of St. Albans.
