The Admiralty had taken a position of rapid expansionism since the 'Bridge of Total Freedom', not much will change with this budget allocation. Development into infrastructure and supporting the new provinces in their annexation to the Admiralty is the paramount goal. For what is the point of expanding into lands if you cannot hold them due to unrest, poor utilities, or unfair policies. A large portion of money will be placed and allocated into the government agency known as the Neo-Scientology International Reserves Trust (NSIRT) where money will be paid out to disadvantaged people and communities that need it.

A new centre for the NSIRT will be built in New York where over 5000 new jobs will be brought into the Admiralty. Smaller centres will be built in the more impoverished areas where non-perishable food and items will be given out to those who need it. A small application process will be required, however the requirements are low. Neo-Scientologist Churches and Nation of Islam Mosques/Temples will also be distribution centres for food parcels, clothing, and hygiene equipment. There will also be a new Housing Commission for people who are unable to find housing in their budget range from the outer provinces. Another small application process will be required.

While this program is mainly for the people who live in the provinces of the Admiralty, smaller centres will be built within the more populous cities to account for any homelessness and disadvantaged communities. However, if the applicants application is rejected more than thrice, they will be placed into ethics programs where they will be forced into labour programs until they repay their debt to society educated on further ways to improve their situation.
