The Admiralty of New York has followed the process and idea of the 'Bridge to Total Freedom' for a while now, with mass expansionary edicts being the focus of the current political climate. Now, with the creation of the State of Acadia to the north-east, in lands claimed by the Admiralty, border control has had to be established. Usually the expansions under the edict are run by Volunteer Ministers who would convert then force convince towns to join the Admiralty. However, with Acadia becoming a nation, soldiers from the 2nd Infantry Regiment (14th Battalion) have had to join in with the expansionary process to ensure that there would be no problems in bringing towns to the Admiralty.

The only problem that has been caused by military forces moving into the area is that smaller towns have taken it as offensive measures and there have been shootouts between 14th Battalion infantry and locals. The most deadly encounter was in the town of 'Rockwell', a town made up of the descendants of soldiers from the Army Mountain Warfare School in the Camp Ethan Allen Training Site. As they had been trained to defend their homes, even with diplomatic reasoning they still opened fire upon the 14th Battalion causing five men to lose their lives. After a push from 'Alpha Squad' led by Lance-Corporal Tom DiMaggio (Who had to take control after his Sergeant was killed) the town of Rockwell surrendered.

Overall the casualties from the operation were:
5 dead from the 14th Battalion.
46 injured from the 14th Battalion.
14 dead from Rockwell.
104 injured from Rockwell.
