In the north-east of the greater New England region, the Admiralty sent out National Marine Guard troops to ensure the region was safe for expansion. However, on reaching the north-east they found a large group of Christian apocalyptic survivalists who had centred themselves in religious communes based on Faith, Liberty, and Democracy. Of course, they were offered the chance to apply their views to the already recognised religions within the Admiralty and become lawful citizens of New York. They refused the offer and professed the idea that they were sovereign citizens of the world and thus did not apply to the citizenship laws of New York. The survivalists were offered one more chance to join the Admiralty or they would be killed reeducated within the Ideal Orgs of the Neo-Scientologist Church.

The survivalists refused and their homes were burnt to the ground reluctantly agreed and were sent to reeducation classes so that they would become ideal citizens within the Admiralty. The lands they inhabited would become apart of the Admiralty and used as farming towns as the area was highly fertile due to the survivalists not touching the environment more than absolutely needed. The lands would be governed under Commodore Stephen Adams, a member of the Scientific Neo-Socialist Bloc of New York. Commodore Adams is the SNSB's first ever governor of a region so a lot of trust has been put into the SNSB to ensure a profitable expansion.
