A specter is haunting Asia, the specter of communism. All the powers of old Asia have entered into a holy alliance to exorcise this spectre: President and Emperor, Bon-Hwa Pak and Hung Hsiu-chu, Shandongese boxers and Tibetan monk-warriors.
Where is the party in opposition that has not been decried as communistic by its opponents in power? Where is the opposition that has not hurled back the branding reproach of communism, against the more advanced opposition parties, as well as against its reactionary adversaries?
Two things result from this fact:
I. Communism is already acknowledged by all Asian powers to be, itself, a power.
II. It is high time that Communists should openly, in the face of the whole world, publish their views, their aims, their tendencies, and meet this nursery tale of the Spectre of Communism with a manifesto of the party itself.
To this end, Communists of various nationalities have assembled in Sotograd and sketched the following manifesto, to be published in the English, Spanish, Mandarin, Russian, Japanese and Korean languages.
The Union of Revolutionary Councils is a directly democratic state mostly the Siberian steppes and grasslands. Founded in 2111 as a small federation of formerly semi-independent socialist communes, it has since rapidly expanded its influence and cemented control over much of Siberia. Each integrated community forms a council, a council which, once connected to the Union's infrastructure, would communicate its issues (which were mostly dealt with by the local government anyway) to the Central Council in Sotograd. As the Union expands, it gains access to more resources. With more resources comes more ability to improve the lives of its people, develop its infrastructure, and improve its economy. The plan is to spread the revolution worldwide so that we may transition to full global communism, but that is a far way off.
