The recently concluded Constitutional Convention in London has given the mandate for the creation of a new government between the level of the Federal Government in London and the Provincial Governments in Nova Scotia, New Brunswick, and Newfoundland. Dubbed the Maritime Regional Government, this new government will assume control of the MRA and the Royal Canadian Navy.
However, it is not clear yet what authority this government will have beyond that. The new constitution does not delineate the division of authority between the Regional and Provincial level, only between the Federal and Regional/Provincial level. It is up to the three Maritime Provinces to determine what authorities will be delegated to the Regional level. So far, the only powers the Regional government will have were those which were under Federal authority under the old constitution but have been delegated downward by the new constitution.
One thing the new constitution has called for is the electiom Maritime Legislative Assembly to serve as a Regional Parliament. The Interprovicial Executive will oversee the organization of a regional election to elect such a Parliament towards the end of 1958. This largest party in this Legislative Assembly will then form the Maritime Regional Government, and it's leader will become the Regional Premier.
So far, the two parties most likely to win the Regional Elections are the Liberal Party and the Atlantic People's Party. The Liberal Party has elected retired Admiral Taylor Wood Grant as its Regional leader, while the Atlantic People's Party has nominated Nova Scotian MLA Robert Stanfield as its leader. Elections to be held in the next few months will determine who will serve as Regional Premier.
