With the recent victories in the war against NERC, two regions that are not de jure a part of the Maritimes have been placed under Maritimer control. In order to ensure that our armed forces can continue to fight the war while telegraphing our intention not to annex the occupied regions, two "Protectorates" have been created in the occupied regions.

The Protectorate of Southern Quebec will be created in Sherbrooke and the strip to the North of Sherbrooke currently occupied by the 3rd Newfoundland Rangers. The CQA government will be returned to power and granted control over civilian affairs while military affairs will continue to be run by the Interprovincial Executive. Quebec elections are promised for a vague future. The CQA's first act upon returning to power will be reopening the city's steel mill, which had been neglected under NERC occupation due to the ongoing blockade.

The Protectorate of Maine will be declared in the parts of Maine currently under Nova Scotian and New Brunswick occupation. It's capital will be in the NERC port town of Fort Fairfield, and a Maine Provisional Government will be formed from local notables who had fled into exile in New Brunswick during NERC control of the region. Regions used for lumber have been returned to agricultural productivity as trade with New Brunswick has returned.

The Premiers of Nova Scotia, New Brunswick and Newfoundland have reiterated their commitment to return Maine to American rule once its Liberation is complete. Once NERC has been driven from the state, elections will be held with observers from all American Federal governments, and the State of Maine will once again be able to chart its own future through the democratic process.
