This is the body of water I am calling the Gulf of Montreal
The recent use of the Gulf of Montreal by the DC fleet in their enforcement of the blockade of New England has been an embarrassment for the Royal Canadian Navy. While DC did ask permission to use the waterway to blockade New England-occupied Quebec, they asked for said permission after their fleet had already received its orders. This sort of behavior, if repeated, could result in flooded Canadian land becoming regarded as International Waters, which would be unacceptable.
Thus, pending approval by the constitutional convention, the Royal Canadian Navy has issued the following declaration:
1) The Gulf of Montreal, and all other waters consisting of flooded Canadian land is Canadian domestic waters. Canada holds full and complete sovereignty over such waters.
2) While no tolls on trade passing through these waters are to be imposed at the time, the Royal Canadian Navy reserves the right to impose tolls and/or tariffs on trade using these waters.
3) No other military ships - nor ships carrying military equipment or personnel - are permitted to use these waters without the permission of the Unified Canadian Military Command.
4) The Royal Canadian Navy reserves the right to inspect and board all ships passing through these waters to ensure they are not carrying arms or other contraband.
