In the aftermath of the Ambush at New Philadelphia, the order of the day in Ohio was disorder. Youngstown's 'unprovoked' attack on another Commune was unprecedented, and the action rallied much of the CIO-led communes alongside unsurprisingly the Communist controlled State Government behind Cleveland. A State Security Act has been tabled where a State organized and funded People's Army would replace most functions of the Workers' Defense Councils, relegating them to policing duties. Many amongst the CIO and especially the AFL saw this however, accurately, as an attempt to reverse the Quiet Revolution and reestablish state tyranny over the workers. In the backdrop of this, Cleveland's 2nd Infantry marched on Youngstown under orders of Chairman Foster to avenge New Philadelphia. Youngstown's WDC had expected this and mobilized, blocking the roads leading into the city. The confrontation at Newton Falls however, would demonstrate the might of the Clevelanders and the Communists as a whole and silence all opposition in Ohio.
At 0400, the first action began as Cleveland artillery opened fire on the small unsuspecting town. The barrage lasted for 2 hours, with zero return fire being noted in the after action report, as spotters had located the Youngstown's pre-placed batteries beforehand, often laid out in the open under barely any cover. The artillery covered for the advance of the Cleveland troops under the cover of night time. The ill-disciplined Youngstown militia broke under the Clevelander assault, fleeing the town, with a large number being cut down under the artillery barrage. With the exception of the 4 batteries stationed 20 miles away from the town, the entire Youngstown WDC 2nd Steeler Regiment was destroyed.
