In the Baltendeutsch League the highest legislative power was held within the Landtag. The Landtag unites all the different noble families and petty Freiherr that rule over the citizens of Livland, Kurland, and รsel into one single body. The Landtag does not meet often as without a fully democratic process and a lack of central leadership there is very little binding the nobles to attend or even agree to anything being said. In a surprising move by the Landtag that was sponsored by the Graf von der Goltz, all nobility within the lands of the League would have to attend this meeting. This would mean that all 60 noble seats would be called as well as 10 citizenry seats.
The Proposed Bills of the Landtag
With all nobility present, the Graf von der Goltz presented multiple different acts that would be voted on by the Landtag:
- The Land Tax Act 2001 (Amendment 2038)
The Land Tax Act 2001 held that due to the restructuring of the League, land would be taxed both in accordance to land value as well as property value. This has caused a stifling in noble consumer power that would be rectified. The Graf von der Goltz proposes to adjust the tax to only focus on Property Value.

- The Working Act 2038
The newly proposed 'Working Act 2038' would adjust the heavy work periods for freedmen and change the hours worked from being unlimited to a maximum of 40 hours. With the change in working hours, more holidays were allowed for freedmen increasing from 2 weeks to 4 weeks. This act would also improve worker conditions, allowing more of the budget to be placed into safety regulations. Through these changes it would allow for not great, but good health and safety.

- Land Purchasing Act 2021 (Amendment 2038)
The Land Purchasing Act 2021 was made during the peak of the rebuilding process for the League which prescribed that only the nobility may own land. The Graf von der Goltz proposes that this should be changed and to allow more people to purchase land in a restricted sense. With the allowing of more land purchases to occur, in this Act it also prescribes more protections for consumers, creating good consumer protections.
