With the new Provisional Government taking charge of the Confederation it was time to bring more of the region under the control of the Localist Councils. Under authorisation from the Grand Council of the Marquis, the westernmost Localist Councils have begun the deployment of bureaucrats into the ungoverned area to hopefully bring a semblance of law and order. In addition to the bureaucrats from 'The Rally for Democratic Labour', a expeditionary force of the Red Beret adorned '5 Star Brigades' who will ensure a peaceful occupation takes place if the varying provinces disagree with the annexation ordinance.

At the head of this expedition was a rare sight, one of the Knights of Progress. The Knight; known only known as 'Lancelot', was given full authority by the Grand Council and presumably by the Marquis (even if no-one has seen him yet) to lead negotiations and institute progressive justice against any interlopers. Lucky for the ungoverned states that they did not tempt the wrath of Lancelot and quickly they fell into line under the Rally for Democratic Labour. What they did not expect was Lancelot to provision themselves to create their own local council with its own members as long as they adhered to the Rally and held loyalty to the Marquis.

Although these ungoverned peoples had never even heard of the Marquis, they had heard of rifles and bullets, and the Marquist army was very well-equipped. Within a month the Localist Councils had formed and banners celebrating the Rally for Democratic Labour were draped from every government building.
