The Qemalist Republic of Dardania continued to fail at containing the Marquist threat and instead has begun to lose the public's favour through a botched military operation in the north. The operation ended in the deaths of hundreds of Dardanian soldiers through bad intel and an arrogant commanding staff. Families all across the nation begun to raise awareness for the failure of the government to support them with pensions or explain why their brothers, husbands, and sons were sent to die. The initial awareness was low and didn't gain much traction in the public eye but once some of the family members affected by the operation were arrested and locked up without any justifiable reason. The oppressive Dardanian Peace Office had set off a powderkeg that had been brewing since the fall of King Zog.
The arrests sent the nation into an uproar! All across Dardania the citizenry rose up in protest against the Strato-Masonic apartheid state with marches, riots, and looting. Among those in protest who were more radically inclined started to form or join small-scale insurgent groups ranging from the Red Flag (Socialism), Marquists (Civic-Republican Monarchism), the Five Star Movement (Liberal-Populism), all the way to the loyalist Legitimist Brigade (Qemalism)and Bajram's Tigers (Hard-Qemalism). Skirmishes echoed throughout the streets of cities across the country, different police forces and national guard formations aligned to the varying factions. The national security has also been upset by the vast illegal migration of radicals from Antioch who have seemingly aligned themselves the Marquists and begun targeting Qemalist groups. Within only the first few weeks of fighting there had been clear land gains made by each faction, with pockets of support establishing them in certain areas and creating loyal powerbases where the varying groups could launch operations from.
Already though a clear dominant force has been found with pockets of support erupting all across the country; the Marquists. The Marquist Red-Beret militias quickly gained the support of the people as well as the fact that many national guard brigades that were separate from the national army were stocked with Marquist sympathizers. Even in Tirana no Dardanian Soldier left his defensive positions for there was always the chance of a Marquist marksman biding their time just waiting for the slightest movement. The Marquist movement found themselves the de-facto leaders of the Anti-Qemalist coalition that banded together under the "Maroon Revolution". Because of this many of the liberated states, cities, and towns quickly fell under the control of the Marquists and their localist council administration even when those areas were liberated by different factions. The coalition barely held on by a thread with the Marquists begin an oppressive control over the rest of the insurgent groups, with secretive raids being done upon Red Flag communes in the uniforms of the Five Star Movement igniting infighting which allowed the Marquist forces to sweep up the resistance.
Soon the Marquists were strong enough to force the Five Star Movement to merge with their Maroon brigades. With the merging the Marquist/Five Star force begun to be known as "The Rally for Democratic Labour" (RDL) which was supported by it's paramilitary "The Five Star Brigades" (5SB). One by one the regions of Dardania were occupied by the 5SB who instituted local appointed councils made up of one third RDL members, one third 5SB militiamen, and one third important local citizens. As the lands under the RDL grew larger more and more sightings were had of the Marquist inner circle, "The Knights of Progress". The Knights would be seen only when a major city had been taken, they would enter adorned in maroon greatcoats, steel breastplates, sabres at their hips, and the classic Marquist berets to deliver speeches and ideological sessions from the Marquis himself. However, still the Marquis had not been seen nor had anyone had communication with him apart from listening to him speak on the radio. Despite this the populace grew accustomed to the RDL administration and their reforms which found them more comfortable than under the Qemalists. Slowly but surely the Qemalists forces begun deserting, killing their officers, or fleeing the country to Imperial Roman holdouts where they would be safe from the unstoppable maroon wave.
In the end, Dardania fell within a month. Geopolitical analysts determine due to the unpopularity of the central government and their failure to instill national unity within their people, the national guard was easily swayed to the rebel forces and like a wave the rest followed. With the surrendering of the Qemalist Republican government and the fleeing of most (if not all) Masons or government officials, the Republic was over. Now a power vacuum existed in past-Dardania and the RDL quickly jumped on the opportunity to establish their rule of law as the only way forward for the Kosovar people.

The First Reforms
As the new budding Kosovar Confederation gained its authority as the sole legal government within the nation a period of reforms instantly were pushed through the Council of Regions by the Rally for Democratic Labour.
Minimum Wage
Monopoly Set -> State Determined
In order to end the corrupt business feudalism that the Qemali state had setup, the Rally for Democratic Labour have established a minimum wage depending on each industry and their production.
Holidays
Holidays Only -> Two Weeks Holidays
The worker had been incredibly downtrodden by the Qemali wage-slave-masters and a new liberated Kosova would end the unfair expectations of a predominately work focused life. As thanks to supporting the Maroon Revolution the Rally for Democratic Labour has established the "The Two Weeks of Martyrs", a national holiday for all workers to commemorate the martyrs who died.
Unions
Guilds and Legal Monopolies -> Illegal Guilds
The unions and guilds have only served to establish an aristo-artisan class within Kosova, limiting true worker unity and alienating the classes. In order to truly represent true class cooperation, no unions will exist and instead free associations will be established that unite both the managers and owners with the workers.
Organisations
Approved Organisations Only -> Non-Unions Only
The Qemalist government prohibited the average citizen from forming local associations and fraternal orders that limited the citizens right to assemble! The Rally for Democratic Labour has opened up that restriction (while sneakily limiting unions even further).
Bureaucratic Structure
Mandarin System -> Appointments
While the Kosovar Confederation is young and still in its early stages with threats on every corner, all bureaucrats will be appointed by the Rally for Democratic Labour to ensure cohesion with the newly established authority of the state.
Suffrage
Unequal Value Votes -> Universal Suffrage
All citizens are created equal, even the civic-nobility should not have any higher voting power than the man who cleans their shoes!
Policing
Protect and Serve -> Town Watch
The old Qemali way was built into the policing institutions, instead the Rally for Democratic Labour will enable local regional councils to establish their own militias to cooperate with the National Army and police their regions.
Firearms
Controlled -> Unrestricted
All citizens are allowed to own firearms as long as they register with their local council.
Land Tax
Land Value Tax -> Property Tax
Land is land, what you build upon it creates its value. The Qemalists did not understand this, the Rally for Democratic Labour does. No longer will the Georgist system rule in Kosova.

Private Firms -> Worker Owned Firms
All local regions are entitled to create their own profit driven firms through their regional councils. Again, the ages of corrupt feudal businessmen are over.

The market provides! With a more equal playing field for all Kosovars the market will more accurately be able to provide for the people.

The fact that the Qemalists could ever take a blind eye to corruption is abhorrent, luckily with the new order a strict zero tolerance policy has been established with property redistribution and jail sentences issued.
