For years before the floods the Swiss Banking System was one of the most advanced in the world, servicing clients from across the World. When the flooding began in the year 1919 waves of refugees entered into the nation collapsing the government institutions which remained intact. As while Switzerland itself was not affected by the rising seas the lack of neighbors around her meant it was left without the resources needed to survive. All that remained intact were the vaults holding onto the reserves from long before the floods.

As the nation began to recover these funds paved the way for the development, as droves of people entered the nation seeking a safe haven from the waters the once rural lands of Switzerland and the Northern Italian Mountains became urban centers. The Banks, the financial institutions, industrialists, and other wealthy individuals slowly began to dominate society and over the coming decades a federation of these groups came together to formalize a state.

The Banking Clan is a federation of 21 states, of which 20 are cities, who beleive in the ideals of wealth. Your place in society is not determined by your race, ethnicity, culture, religion, gender, etc but instead the wealth that you have. By now the Banking Clan has begun to be led by the Union Bank, a monopolistic banking enterprise which for the past 40 years has bought out, merged with, or sidelined all other players in the nation. To earn a seat on the board you're required to be one of the wealthiest individuals in the city, a task only accomplished by a select few.

Life within the Clan is one defined by capitalism. Within the nation there are no controls on the market, health and safety, consumer protections, and child labor is commonplace. The nation is constantly covered by a thick smog as the environment and its protection is put aside solely for increased production in the factories. As a result of this while the factories of the Clan are some of the most efficient and productive in the world they also produce a society which is solely reliant on food and fuel imports to sustain itself. Despite all this, the clan has realized for decades that giving some services to the population not only increases production, taxation, and individual wealth, but is useful for maintaining the Clans hold on power. Some of these include free education up to a university level, subsided basic healthcare, universal drug legalization, unregulated vice, and more. As a result of these policies and the nations emphasis on individual wealth the Banking Clan's citizens are the wealthiest in the world.

Now the Banking Clan wishes to further flex its financial might on the world by becoming the dominant financial institution in Europe and perhaps even abroad.
