In a secret meeting between a Spanish State envoy lead by Deputy Foreign Minister Iván Espinosa and the envoy from the American Junta of Portugal, the legal, but formal Protocol of Badajoz was hashed out, with the blessings of the leaders of both the New Junta and the Nacional Sindicalista Movimiento.

The Protocol was a short one, with only 4 main points of note:

That the New Junta and the Spanish State shall not engage in acts of aggression against each other.
That the borders of Portugal and Spain is recognized, invincible, and demilitarized.
That the border between Portugal and Spain shall be open and free to movement (subjected to domestic restrictions on both sides) and commerce.
That the Protocol would be in effect for 2 years, renewable.
