-inho and -inha endings

Had some questions about the rules for these. I’ve seen it used plenty of times and understand what it means, but…

1) Is there a rule regarding names? For example, if I wanted to use a cute name for someone, instead of Rhaqueime can I use Rhaqinha, or would that be an incorrect way of using it?

2) The -inho/a ending would have to be preceded by a consonant? I’ve seen words such as “sentadinha,” although I’m unsure where the “d” came from as I’m pretty sure it’s using senta(r) to modify. I know that words that don’t end in o or a use -zinho/a instead.
