Hague Apostille?!?!

So, after jumping through a bunch of hoops to set up a bank account with Millenium bank, they are telling us the last documents need to have Hague Apostille affixed. As far as I can tell, this requires us to send it to the California Secretary of State, which will take quite a while and be really cumbersome. Am I right about this? Should I just suggest opening it in person? I'm frankly astounded about this requirement. I mean, the Portuguese Embassy doesn't require an Apostille...Am I misunderstanding?
