TL;DW -- We can train crows to pick up cigarette butts and small pieces of trash in exchange for pieces of food.
By simply creating those trash-for-food vending machines, Portland suddenly has a 15,000 bird trash pick up crew. With a crow on almost every street, Portland could be spotless in a matter of weeks.
