Advice on legions of defenders?

So a common theme in my games has been enemies churning out defender units, and then not actually attacking me. I find defenders tough to kill efficiently without battleships, which are late game units and only work for coastal cities.

My strategy has basically been to invite them back and instead camp a warrior outside their city; waiting for them to produce the unit population limit and the last one to move out of the city. This is costly in time, but it allows the rest of my army to move on and my spending to focus on the economy.

Are there better strategies that Iā€™m overlooking?
