What happens if no candidate reaches 270 electoral votes, and the votes for both the president in the House of Representatives and the vice president in the Senate are ties?

The 12th amendment lays out what happens in the event no candidate receives a majority of electoral votes.
If no candidate wins a majority of states, the vice president (who was voted on by the Senate) becomes president. However, I don't think the amendment lays out what happens if the vice presidential vote is also a tie. Would the Speaker of the House become president, since they are the next in the line of succession?
