Am I an idiot or just reaaalllyy unlucky?

So I saved up coins to get the Pikachu Surfboard which multiplies the chance that you will attract multiple pokemon with your cooking by 1.5. Shortly after, I purchased the $10 DLC Pack. The pack includes the Lapras pool, which multiplies your chance of attracting multiple pokemon by 2x. It's been a few days and I've done probably 20 pots, none of which attracted multiple pokemon.
Am I doing this thing all wrong or am I just unlucky?
