Why does Pokie Genie still show Klevor as the best Evolution for pvp if PoGo doesn't have a way to evolve it?

I caught this XXL shiny Scyther during Go Fest Global and at first glance at ivs thought it might be good for PVP. However it's pulling up Klevor as what I should use it as but there's no way (that I know of) to evolve it to that mon. Is it just how pokie genie works or is there a way to evolve it I don't know about. If not should I hold off evolve it to Scizor or go ahead and evolve for the Shiny dex. I've only been playing for 7 months so still very much a noob when it comes to certain things. Anyways thanks in Advance.
