Is this considered a functioning Hundo? Also which Shiny should I mega?

So I caught this XXL 15/15/14 which I plan on mega evolving, but was curious if it's considered a functional Hundo. If so is it have to be level 49 to be? Second question, I also caught 3 shinys and have 2 meteorites. So I figured I'd mega the 98% as well as a shiny. 2 of them are identical as far as CP and IV except for the fact one is XL. So which shiny would you mega? Thanks in advance!
