What is wrong with our drainage?

Friday, 5 days ago it started backing up. A load of laundry was done making the toilet over flow and tub fill halfway with gray water. We have tried a few different drain uncloggers. We had someone snake from inside to the outside access and 20' from that access towards the city sewer line. We are kind of thinking it's roots in the line seeing as we have had very little rain. But what is weird about it is it will drain at decent speed but like the water stops draining once it is about an inch past the top of the drain. When we flush the toilet it will fill then slowly drain till there is an inch or so of water in there. It will cause water to come up in the tub too.
