Hot water pressure is good but cold water pressure is weak

Any idea what would cause this? Hot water pressure is fine in all faucets in the house, but the cold water pressure is really weak. When I turn on one faucet and leave another one on, it gets even weaker. City came to check their connection and the pressure coming from the street is fine. City guy thought it could be an issue with my pressure regulator, but how would you explain that the hot water pressure is working just fine?
