Leaking fluid master fill valve top

Just replaced an old fluid master (400) with a 400a Noticed that the top of the fill valve cap leaks water after the tank is full. If I lift the arm to the top the water stops leaking. This is a brand new fill valve from Home Depot so I’m not sure why the lever isn’t shutting off the water. I’ve adjusted the water level valve both ways and I’m just looking for things to try be fore I get a replacement.
