Shower still like warm even after replacing mixing valve

Hello plumbers, amateur here. I have a tenant complain8ng of like warm water in her shower and it is indeed like warm. With the winter months here it is frustrating and I totally get her frustration. What else can I do to help get the water hot? Every other faucet including the bathroom sink not 3 feet away runs hot. Like I said I replaced the mixing valve and it still only gets luke warm. Any help is appreciated!
