tank fills slowly until you close and reopen valve.

i don't have any pictures, you can't see anything wrong and everything else seems to be fine. the tank fills up properly instantaneously as soon as the valve is closed and reopened, but begins to fill up slowly once the toilet is re-flushed. it takes HOURS to fill, if ever, but there seems to be no leak (i've measured the water levels after using the valve method over a course of several hours, and it's fine). any pointers?

Doable even with a novice, you think? I'm pretty handy but haven't ever worked on plumbing before.
