HELP! Bathtub won’t turn off!

Was filling my tub for Hurricane Milton when I turned the handle to off but the water kept going. Took off the handle and tried turning the stem and pulling out the stem that does nothing. Using the internet it seems a lot have two shutoff valves under the cover but I don’t have those. What do I do!? There is no access panel no shutoff under the sink nothing. I live in a townhome and don’t have access to a main water shutoff but I was able to turn the hot water from the water heater off that helped less water come out but technically my bath is still running cold water
