Water Main in Unconditioned Dry Sprinkler Room

Was in process of buying a condo and noticed the unit water mains and sewer main are in an unconditioned space used to house the dry sprinkler valves (see building siding). Obviously, this is a problem. Will the solution be a combination of insulation and heater?
