Is this normal?

I recently bought this house (my first one) and we’re in the snow/rainy season and i just noticed a bunch of puddles on the side of my house, took a look and saw this little hole with water pumping out…is this normal?
i tried going into my crawl space, turned off my water shut off valve and it still was pumping out.
not sure how long its been there maybe a day or three?
should i start digging? call a plumber? what is this??
