Hot water heater leaking

My electric hot water heater is leaking and I need to wait a few weeks to afford a new one. I don’t mind going without hot water for a while, I’ve done it before. I just need to get it to stop leaking. I turned off the breaker and I located the valves and turned those too. The water heater is still loudly humming/hissing as if water is pouring in there and it is practically pouring water out of an unseen leaking spot. I cannot move the water heater and worse yet it’s mounted up off the ground (it’s one of the short ones). It is a reliance 501. It has flooded all of the area where it’s at (a hallway). I just need it to stop dripping for now. What could I be doing wrong? I have the cold water intake turned all the way counter clockwise.
