New Construction shut offs & stub out

Wondering if this is correct for the hot water lines under the kitchen sink? We had an inspection completed post build with quite a few violations noted. One was the lack of shut offs for the kitchen supply lines. The hot water setup looks like it's missing a main shutoff? What's the cooper part on the tee? We have no other copper lines.

Does this look correct or should this be fixed to include a shutoff for the main line in and not just the branch supplies. Doesn't look like there is much pipe to tap into. Thanks
