Water heater broke and water still running

My water heater broke two days ago. It seems like the thermostats burned somehow. I drain the tank and closed the supply line of cold water to the tank. It’s been two days and water still draining. Also I open the hot water in my bathroom and there is cold water coming out, it’s been like that for hours. I feel like there is something wrong with my plumbing.
