New bath tub valve stem leaks when water is turned on

So I'm fairly uneducated when it comes to plumbing. I purchased new valve stems and handles for my bath tub because they were very old and worn out. I'm having trouble with one of them and was hoping someone could help me out. My problem is that when I turn the water on, the center bolt starts to unscrew and leak. I have tried tightening it as much as I possibly can but no matter what I do when I turn the handle the bolt turns with it and starts dripping. Do I have a faulty valve or am I doing something wrong. The other handle does not have this problem.
