PleX Media Server: Remote Connections allowed for some clients

Server version: 1.9.4.4325 (latest)

OS: Windows 10 Pro x64 v1703 (build 15063.674)

Clients, w/ versions, if applicable: Two other Windows machines; one laptop on 7 Ultimate, one tower on 10 Home. One iPhone running iOS 11.0

What happened? Connection successful on PCs only

I recently moved and added my PleX server to the existing network. Originally it was set up goofy by my not-as-technically-inclined roommate where he ran an ethernet cord from the ISP's gateway to an old switch, then from the switch to a newer wireless router, and then from that router to my server. Here is a crude network image map.

After moving in and and resetting all the devices to factory and configuring the gateway to set the router to DMZPlus mode, I was able to access my PleX and other services outside of the network. However, due to the network setup, every week or so the router was unable to get a DHCP update from the gateway, presumably because of the old switch. This was solved usually by rebooting the switch and/or router. Finally the router is unable to be seen on the outside of the network no matter how many reboots/resets I tried.

Since then we determined that the old switch was redundant (and a bottleneck since it can only handle megabit connections; gateway and router are both gigabit) and have connected the router to the gateway.

Since then my speeds have been better, but the router interface still shows an internal IP rather than our public IP. The kicker is, though, that I can access my PleX at work and at my friend's house, but not through my phone (via cellular or the same network as work or friend's house). Server status shows that it is not accessible outside my network. How is this possible?
