Hardware decoding with 1080p but not 4k

I just got my Plex server setup in a container, and I am having some issues transcoding my 4K movies. I am passing along /dev/dri and 1080p transcoding to anything works great. I have a separate library just for my 4K rips, but when I try to transcode the UHD Rips, it will not use the hardware and uses 70% of my CPU. When I first setup the server, 4k transcodes would crash, but that was because I was only giving 256MB of ram to Plex, I have now upped it to 4GB and transcoding works, just not with the Intel iGPU. Just for the record, I do not plan on transcoding many 4K films, I also ripped and encoded all the BluRay versions, I just want to have the server working correctly.

Server is an i7-13620H with 32GB of ram running Debian and CasaOS, so it SHOULD work.
