Is Unjustice 2 totally unplayable for anyone else?

At first I thought it was just background data being downloaded for the game, but the game is clunky and janky everywhere. From the main menu, cutscenes being laggy and jumpy, to gameplay being totally janky. Its like the game is completely lagging even though I am not playing online. Anyone know how to fix this or having similar issues?
