I always thought PS Now games had multiplayer complementary for both streaming and downloaded games. Is that not the case for all games?

The PS Now FAQ does not seem explicitly clear about this. Search results also gave me conflicting answers.

The downloaded Crew 2 just asked for me PS Plus. I was trying out Steep earlier downloaded and that asked me too. Anyone else seeing that? Is that expected for some games?

I have played Injustice 2 multiplayer after downloading earlier though without any PS sub.

Edit: Just wanted to confirm that it started working for me on its own after a few days. Maybe it was a temporary glitch as some people had suggested.
