Ranged Gear from Rooskaya Protocols Incorrect PLs

This is the 3rd time we've had Rooskaya Protocols since the update that added superior gear drops, and it's the 3rd time that some of the ranged gear from the objectives are dropping with the wrong PLs. I've finished 3 of the minor objectives so far and 2 of them rewarded ranged gear that was lower PL than the gear I already had. So it doesn't happen with EVERY hero, but it's been happening to me for most of them.
Has this been happening to anyone else, or did I just get unlucky 3 times in a row?
