Iron Man's Unibeam Never Fully Charged at First

This is possibly a dumb question, but has anyone ever had an experience where you start up a mission and Iron Man's Unibeam heroic is only half charged? Even if I reload checkpoint, or finish a mission with the heroic fully charged, it keeps going back to half charged when I start a new mission. I don't think this was ever happening to me before, so it's weird that it's happening now. It's also super inconvenient when save scumming for a Tachyon Surge exotic from the current event.
