So since the exotics you can get from the Priority missions can now drop with the cosmic status, I've been trying to get the Operative's Sword for Hawkeye, since it has this perk:

Locked on Destruction: Increases damage, Stun, and Status amounts by 15% while LOCKED ON is active

I got my hands on one and went into the custom HARM room to test it out against the Sword of the Storms I've been using. For the test, I just used the 1st arrow of the razor arrow ranged combo. As expected, the normal damage was exactly the same when I wasn't overcharged (neither piece has precision). But then when locked on was activated, the damage numbers were still exactly the same between the two pieces.

Am I misunderstanding the perk, or is it just not working as described?
